USS Theodore Roosevelt (CVN-71) is the fourth ship in the Nimitz class of nuclear powered aircraft carriers. She is affectionately known as the Big Stick or TR. The contract to build her was awarded to Newport News Shipbuilding on September 30, 1980. Construction began on October 31, 1981, when Secretary of Defense Casper Weinberger authenticated the keel laying by initiating the first weld.

TR was launched on October 27, 1984 and placed in active service on October 25, 1986. She began her maiden deployment on December 30, 1988, which was also the maiden deployment of the first 10-squadron air wing, Carrier Air Wing Eight (CVW-8). On March 20, 1990, the ship was awarded the Battle “E” from Commander, Naval Air Force, US Atlantic Fleet.
On December 28, 1990, Theodore Roosevelt and CVW-8 deployed for Operation Desert Shield. The ship entered the war on January 9, 1991, flying over 4,200 sorties (more than any other carrier) and dropping over 4,800,000 pounds of ordnance before the cease-fire on February 8. When Iraqi forces turned on the Kurds, TR was among the first coalition forces in Operation Provide Comfort, flying patrols over northern Iraq. On February 14, 1992, she received her second Battle “E”. This was followed by the 1991 Battenberg Cup as the Atlantic Fleet's premier ship.
In 1993, Theodore Roosevelt participated in Operation Deny Flight to enforce the US no-fly zone over Bosnia, and in Operation Southern Watch to enforce the no-fly zone over Iraq. The carrier received the Meritorious Unit Commendation for her accomplishments. She was also awarded the CINCLANTFLT Golden Anchor Award for the best retention in an Atlantic Fleet carrier. She received her third Battle “E” on March 10, 1994 and her second Battenberg Cup on June 3, 1994.
TR began her seventh deployment on September 19, 2001. After a routine transit of the Atlantic Ocean, she was called to support Operation Enduring Freedom. The ship led coalition forces in creating a more stable government in Afgahnistan and hunting down members of al-Qaeda. TR received awards once more, including the Battenberg Cup, Naval Unit Commendation and Battle “E”. On March 7, 2007, the carrier began a nine-month Planned Incremental Availability in Norfolk, which will see the addition of RAM missiles among other upgrades.
